Sorry to answer this so quickly.  This is a saw that was used to cut out the slots on stairs for the stringers.  "German stair saw"

You got it Chuck.  I found some sites where man shows the ones he has made.  Several have adjustable blades and are "useful tool for any type of saw cut that has a defined depth."  Used for "sliding dovetails and shoulders for tenions."  Also useful for doing blind dados. 

Off to look for another one.
